Whose responsibility is it when young children dash across the road suddenly and get hit by motor vehicles – the parents or the motorists?

The issue was raised after a three-year-old was run over by a car – and survived – last Saturday evening outside a Hindu temple in Depot Walk, even as several recent near-misses surfaced online.
